The people who had control of the Island before Ben, were the Dharma Initiatives. They had control of that Island for a very long time (most of Ben’s life) making it very implausible for Widmore to have had the Island before the Dharma Initiative, which suggests that Charles is indeed the head of Dharma Initiative.

Charles Widmore says to Ben in his penthouse apartment, “That island’s mine, Benjamin. It always was and it will be again,” suggesting that he had control of the Island before Ben. The people who had control of the Island before Ben, were the Dharma Initiatives. They had control of that Island for a very long time (most of Ben’s life) making it very implausible for Widmore to have had the Island before the Dharma Initiative, which suggests that Charles is indeed the head of Dharma Initiative.
The episode that showed Ben as a child, showed people freely coming and going while working for the Dharma Initiative, suggesting that there was no cloaking device or boundary to be crossed. When Ben killed all of the Dharma people and took over the Island himself, he took the power away from Charles. Charles says himself to Ben, “…everything you have you took from me…” Ben probably did not want the Island to fall back into the hands of Charles Widmore, and subject it to further mistreatment, so he used the Island’s powers to cloak it from the outside world. I’m sure ever since then Charles has sought to regain this incredible Island again and knows that Ben is the cause of his great loss. If Charles was not somehow associated with the Dharma Initiative, then how could he make such a statement involving his ownership of the Island. Charles went to great lengths to find that Island again. He knows all about it what it is capable of.
“You have the audacity to pretend that you’re the victim. I know who you are boy. What you are. I know that everything you have, you took from.” Charles “That Island’s mine Benjamin. It always was and it will be again.” Charles “You’ll never find it” Ben

something Hanso was Captain of the Black Rock, though an unofficial website stated that there was a Widmore ancestor as crew. (it was posted in another theory and I can’t remember the web address).
