In the same way your television comes on to the last channel you were watching, the last communication out of the Looking Glass was made on the same frequency used by Penny.

When Charlie entered the code and stopped the jamming signal, he instantly got a connection with Penelpe Widmore at the right frequency. This had to be more than just chance. Here are a couple theories of how this came to be.
All the theories are based on this idea: in the same way your television comes on to the last channel you were watching, the last communication out of the Looking Glass was made on the same frequency used by Penny.
Perhaps… while Desmond was on his race around the world, he had with him a (short-wave?) radio, and he established a frequency on which communication with him takes place. Maybe the Others were listening in.
Or, Widmore Industries uses this signal as a traking mechanism, and when the Others stole the boat, they discovered that the radio signal was used for tracking, and wanted to see who was on the other end. (See “Henry Gale was Sent to Find the Island”.)
Or, before going into radio silence, Bonnie and Greta were monitoring various searches for the Island (both Charles and Penny Widmore’s).
I had some others but I’m shooting them down before I post them here. Could Ben be communicating with Widmore? Naaahhh.
What do you folks think? And while I’m on the topic, why would a communication station be underwater? And, who is using video-phone nowadays, much less in a Dharma age?

Could it be that fate took Penny to her dads computer, which was in constant communication with the island (progress reports etc.) she seemed shocked to receive the communication so my guess is that she wasn’t supposed to but fate(the island) willed her in the right place at the right time
karma it’s an interesting assumption that someone on the island could be communicating with someone on the outside world. We have already been told (whether or not it’s true) that people have left the island and returned (Richard Alpert), but no one has mentioned that communication has been established via radio or video.
I think the most logical reason that Penny appeared so quickly after the jamming signal was turned off is this:
At the end of Season 2 when we see Penny discover the magnetic anomaly, she got an approximate location, but obviously the island is not on any map. So she constantly scans the area surrounding the anomaly, hoping to pick up some kind of distress call from Des (she doesn’t know about the plane crash). Thoughts?
Hmm I think Sleepz wins the gold star. I like this idea combined with what you suggest Karma. What if Widmore was communicating with someone on the island before the purge and then Ben managed to establish the jamming lock to keep Widmore out.
As for why the station would be underwater, perhaps simply to keep it hidden in the event the island was discovered by enemies.

I’m with kat, I like some combo of your post karma plus the what sleepz, mrs., and gaz suggest. It makes sense that Penny would be scanning since the failsafe key, and Bonnie and Greta scanning in the opposite direction. As sleepz says, she does seem shocked though. And I like the idea of her actually having seen the transmission from her Dad’s office—synchronicity foiling corporate baron’s control and that sort of thing.
karmavore: Another great post, another +1. I liked the way you describe the comparison of the signal coming on the way it did; to our TVs tuning in to the same station they were on when we turned them off. That makes perfect sense to me.

Anyway, I’ll just copy/paste the part of my answer that is related to your question:
“Charlie didn’t call Penny, he just disabled the jamming equipment. Directly after that he got an incoming call from Penelope asking him how he got that frequency. I think Penelope got this frequency thanks to the work of the Portuguese team. But since it was jammed again after that, she didn’t get any result searching there. Once Charlie disabled the jamming equipment she got contact and saw a guy she doesn’t know. She looked surprised, which seems logical. ”
Karma: Good post! I do believe that “The Looking Glass” had more than just one function. I have stated in a theory I posted awhile back, that Sonar could be used to cloak “the island”. It could be originating from the LG. It is an interesting note that this sonar device which is being currently used to guard against attack in harbours, around the world, has been aptly named “Cerebus”.
Because Bonnie and Greta seemed to be out of the loop information wise, I would have to believe that Ben wouldn’t have taken any chances with either of them having any outside abilities to communicate with anyone. But you never know! +1
