the smoke monster isnt evil
The smoke monster isn’t evil. It merely represents each of the losties past. For instance, When Ecko was killed by the smoke monster he was not afraid of it. He knew it was his time to go. He had made ammends with his past and his brother had helped him fullfill his role on the island.
Also when you look closely you can see images of his past such as his brother inside of the monster.
Plus when Locke is not afraid of it, he feels he is meant to be killed and accepts his fate. If he would have been killed, however, the islands plan would have been severely thrown off so Jack saved him.

From what you are saying, it relates to each individual. Why did it then appear and go after Juliet and Kate?
I suppose since the ladies were cuffed together, it was difficult to establish who the smoke was “going after”.
