Who Is Richard?

This in not a theory. I just have a question that I hope anyone can answer.
Before Locke went to get Sawyer to kill his dad, he sat and talked to Richard. Richard gave Locke the file and idea to recruit Sawyer to kill his dad for him. It seems that this Richard may be in line with Ben or maybe even against Ben. But who is he? I have not seen him before the last week’s episode.
He recruited Juliet with Ethan in One Of Us. He also got Cooper for Ben in ‘The Man from Tallahassee’. And wheeled Ben to the room that Cooper was being held in. Other than that I don’t think he has appeared anymore.
Richard Alpert was the guy who worked for the Mittelos Bioscience Corperation that recruited Juliet (Not in Portland, i think). Hes also seen at Herarat Aviation, where Juliet is drugged and taken by sub to the island. Oh, hes also present when Cooper is revealed to Locke bound and gagged. Agreed, i think he might be part of the other Others and ultimately opposed to Ben

If you listen to the Lost Connection it would have you believe that hes like te top dood of the hanso foundation. not sure though his actual role, what the guys want you to see and what is true isn’t often reflected.
